How to change iPad's default browser

Is there any way to alter the application an iPad uses to view websites so that Safari isn't opened by default? You can change default browser on a Jailbroken iPad with a Cydia app called Browser Changer. It may edit an app's Info.plist to trick the iPad into thinking a 3rd Party browser is Safari.But it's not possible on non-jailbroken iPad.
