Can't stop Mail checking email on iPad

I have this issue on both my iPad and iPhone devices. I can not stop Mail app checking email on the iPad. I had turned Fetch New Data to Manual, turned off Push and seted each separate email account to Manual. But Mail app kept checking and downloaded new emails, even I didn't open the application.I think it's a little bug and hopefully Apple fixs the issue for the iOS 4.2 update.
